I work for a company that manufactures and repairs leaf springs. The spring is designed to have the number of leafs that it has. If you start removing them you weaken it and are more prone to spring failure. Each leaf needs to an equal distance apart. The best way to lower your wagon rear is to have the springs re-arched at a lower arch. This way you keep the number of leafs and strength of the spring.
